This adds a configurable labeller that allows you to add a label based on the file location of a changed file.
Currently it just adds "Documentation+📑" to anything under /docs/. I need it to make sure that all docs changes show up whether or not someone tags the PR properly.
It could be used for other labeling. For example, I was considering if we should also add another tag for possible docs changes to some of the yaml files and files that define parameters around the place?
