This commit creates a dogstatsd blackhole that is capable of receiving over UDS dogstatsd payloads, forwarding them into metrics. The goal is to collect the self-telemetry of targets that only emit statsd. Signed-off-by: Brian L. Troutwine <brian.troutwine@datadoghq.com>
