add cresettings job

Add a CRESettings job type, which acts as a no-op singleton for receiving CRE settings updates via job specs, and broadcasting to plugins.

This delegate is very simple since we only care about receiving the jobspec, and broadcasting the updated settings. However, as a future enhancement, we could add OCR to coordinate the timing of the update across nodes.
