This PR fixes GitHub Actions and refreshes module dependencies, with no functional code changes. It is partially mirrors the work done in #288 - thanks to @jeremyforan for opening that.
The minimum Go version is raised to 1.25, which is already required by Caddy 2.10.2, so this should not pose compatibility issues.
