Enabled Editing of the Description Attribute

Fix #11183

Describe changes proposed in this pull request:

• Added description as a request parameter in publishVirtualStudy.
• Modified publishVirtualStudy to accept description.
• Updated updateStudyMetadataFieldsIfSpecified to update the description field.
• Ensured that changes take effect by rebuilding the project.
