Patch release changelogs could probably be better

Bevy v0.12.1 just released with a bunch of neat little fixes in it. The GitHub release page's description only has the verbatim text of the last commit that got in that release, and no CHANGELOG.md changes were made.

I barely missed the commit in the middle of this that fixes event handling in FixedUpdate. I feel like that's a big change that can affect a lot of workflows that are using fixed updates and that could warrant it being put in the changelog or something?

I love Bevy of course, but that's just a minor note I wanted to say lol
