This PR adds an initial implementation for the fpga interchange site router framework issue.
It will be used by the nextpnr repository and will when BUILD_TESTS is enabled.

LGTM, do you want to remove the WIP so we can merge this initial version?

@gatecat Removed the WIP. I guess it's good enough for initial implementation.
