Deprecate localization and integrate UVMS demo

Changes Made

This PR makes the following major changes:

1. The blue_localization package has been deprecated and removed
2. The documentation has been updated to include a section on localization and supported sensor drivers
3. A new UVMS demo has been added and documented

Testing

All demos were tested in Gazebo.
