Add MPAS-O and MPAS-SI from EarthWorksOrg/EarthWorks

Makes a small change to definition.xml to ensure CAM and MPAS Ocean (MPAS-O) can be used together.

Nothing should break in CAM if only this PR is merged; there's no dependence on the other PRs I mentioned. I didn't see FAILs that weren't already in the ChangeLog or NLCOMP not matching model_version when testing aux_cam on Derecho with this PR versus cam6_4_089.
