because of #21660 maybe

i presumed they closed it because they opened ziglang/www.ziglang.org#488 but the one here needs to stay open if future versions also want to be fixed

why close?

i thought i put it wrong place, which should be on www.ziglang.org.

should i reopen or what? i'm new to contributing code and i'm not sure about the etiquette that might apply here.

yes reopen would be fine, this repo is the canonical source of the language reference.
given 21660 a core team member may reclose it later or merge. this one is a grammatical error so it's probably okay.
