The Zephyr SDK 0.17.1 supports the RX architecture so the documentation of the board has been updated to reflect this, and the board's Twister file has also been updated to allow running tests on this board using the `zephyr` toolchain. Signed-off-by: Benjamin Cabé <benjamin@zephyrproject.org>

west build -b rsk_rx130@512kb samples/basicworks just fine (on a Mac) with SDK 0.17.1-rc4Note: CI will fail until
SDK_VERSIONfile and CI config files are updated to 0.17.1, but that's perfect since we wouldn't want to merge this PR before anyway -- Just lining it up already :)
