Updating spec owners

I’m still alive, sadly though less active these days. Since there haven’t been many changes or new directions for PaymentHandler, there hasn’t been much for me to contribute. That said, I’m still interested in exploring payment methods that fit the AI era.

Hi @romandev, nice to hear from you! Would you be OK with moving to "former editors", or do you prefer to stay as a "current editor"? Either one is OK. I just wanted to do a bit of housekeeping cleanup, since I am already editing this file.
