chore: manifest maintenance work

two quick maintenance steps around the oclif manifest:

• delete a manifest that we accidentally left there (I'm pretty sure this isn't used anywhere and only needs to exist for npm pack, which is run during npm publish)
• re-order prepack and postpack steps because it was bothering me
