add queryId to OPA requests

Adds queryId to requests send to OPA, enabling tracing of relevant requests to particular queryId

I noticed there’s a test named testTableResourceActions, could we consider extending it to include the queryId?
That way, we can verify which actions contain the queryId and which ones don’t
