the root environment

inorder to create an on demand environment we've to start by creating the essential blocks. those essential blocks must be created manually using the Azure CLI or the Azure UI.

create the main resource group

create service principals

sp which has 'create all' role

sp which has 'create VM' and all necessary dependencies

create the vault

create the storage account

create the container registry
