I used the github actions migrator tool from microsoft for this. It did the other repos fine, but this one it split into two workflows with about a dozen actions that were called by the two main workflows. This is messy so I redid this by combining all the actions into the main workflow with the exception of the build action since it was quite large compared to the others. I have the original files generated by the tool locally.
