This feature allows returning a list of comma separated locations to relay to in the on_publish HTTP callback. normally only relay can be dynamically configured this way.
At this point I'm more interested in discussing the feature than getting it merged as-is. I'm not sure I like having multiple return values in the Location header as it's not correct HTTP.
Let me know if this seems generally useful enough to include and if you have any suggestions on how to better implement it.
