Update LICENSE information

Description

This PR updates the LICENSE information of this tool.

We ( and I) discussed and decided to provide Scalar Admin for Kubernetes under Apache Lincense 2.0.

Therefore, I added the LICENSE file that includes the terms and conditions of Apach License 2.0.

Also, I updated the README.md as well.
