Make l4_sample public in test database

The libs also use the wk test database, and manually make this change before they run. I think it would be nicer to have the test databases unified again. In the WK tests this does not require any changes.

The removed lines in the annotations snapshot are, I believe, a leftover from a previous change. Since the tests are green, I’m confident that we can merge this.

After this is in master, we could hopefully remove the modifying line in the libs test setup (and possibly the commented-out ones too?)
