As described here a partial flush involves writing one or two empty 10 bit fixed code blocks.
Edit: The zlib library used to sometimes write a second empty static block, but that was changed back in 2012. Since that change predates cloudflare zlib, zlib-ng, and zlib-rs I believe all those libraries inherited the same behavior of only ever writing a single static block.
