What was the end-user or developer problem that led to this PR?

I introduced a regression in bea87ea, where bundler in verbose mode now logs the command being run, printing more flags than actually passed.

For example,

$ dbundle list --verbose
Running `bundle list --only-group  --verbose --without-group` with bundler 2.8.0.dev
Found no changes, using resolution from the lockfile
(...)

What is your fix for the problem, implemented in this PR?

This reverts commit bea87ea and adds a regression spec for it.
