fix(cdc): block cdc source when auto schema change fail and add skip option

What's changed and what's your intention?

Need to add test for

• meet unsupported data type fail, should block source and can unblock
• meet alter column fail, should block source and can unblock
• unsupported schema change behaviors of non-cdc tables do not affect rw cdc tables
