This is breaking changes where the module support provisioning an ACM certificate involving multiple AWS accounts. The ACM certificate may reside in different AWS account with the Route53 AWS account. Example use case, you want to provision an ACM certificate in staging AWS account while your domain are hosted in Route53 in production AWS account
