What this PR does / why we need it:
Updated release workflow, to work around
goreleaserdirty state error. For more context see rancherlabs/slsactl#18. This is a temporary fix that we can remove oncerancher/ecm-distro-tools/actions/publish-image@maingets updated.Which issue(s) this PR fixes
