rabbitmqadmin v1: add default-queue-type to vhost declaration (backport #12386) (backport #12387)

Proposed Changes

Allow setting the default-queue-type when creating or modifying a vhost via rabbitmqadmin. This is already possible via the Management API and rabbitmqctl. This is a small change that I ran into while trying to update the default-queue-type on a vhost to quorum.

Further Comments

I couldn't find tests for rabbitmqadmin. Here are the test cases I ran manually.

1. rabbitmqadmin declare vhost name=new It created a vhost with no default queue type defined.
2. rabbitmqadmin delcare vhost name=new default_queue_type=quorum It updated the default queue type on the vhost.
3. rabbitmqadmin declare vhost name=new2 default_queue_type=quorum It create a vhost with the default queue type set to quorum.
