IIRC, we decided a long while back we would not keep incorporating newer RFCs into the main qlog docs (only the fixed set we already have in there), so this would sadly have to be a an extension doc... |

This PR was mainly to figure out what it would take. And it turns out, it's super easy! I was not planning to merge this right now. So maybe if timelines work out, and if RESET_STREAM_AT is published before we ship qlog, we might want to consider to just merge this PR and save ourselves from shipping an absolutely trivial document? |

I just wanted to see what it would take to add support for draft-ietf-quic-reliable-stream-reset. Turns out it's really easy, we just need one transport parameter and one frame definition.
