- adds more flexible coloring to EKS, GKE, and Terraform icons
- replaces moment with dayjs (part of PROD-2849)
- removes old Layer component export (not removed completely because it's still used internally by toast component, closes PROD-2833)
- adds subtle box shadow to modals (closes PROD-2836)
