Implements the proposed Anomaly Guardrail Plugin (#190).

Adds anomaly detection (Z-score, IQR, frozen signals).
Severity classification: minor, moderate, critical.
Severity-to-action mapping (LOG_ONLY, REDUCE_LOAD, SAFE_MODE).
CSV logging and Redis publisher for testing.
