Added: Intel(R) Core(TM) i7-12700H with 45W TDP to cpu_power.csv

This PR adds support for the Intel(R) Core(TM) i7-12700H processor in cpu_power.csv, based on Issue #822.

• TDP: 45W (based on Intel’s official specifications for the i7-12700H mobile CPU)

• Manufacturer: Intel

This update enables more accurate energy and emissions estimation for users with this CPU, avoiding fallback values and improving the precision of CodeCarbon's tracking.

Reading https://www.intel.com/content/www/us/en/products/sku/132228/intel-core-i712700h-processor-24m-cache-up-to-4-70-ghz/specifications.html 45W seems good but it also say Maximum Turbo Power 115 W , that's a huge gap !

Hello @IamLRBA If you have some time for the project you could have a look to https://github.com/mlco2/codecarbon/blob/master/codecarbon/data/hardware/CPU_Create_Dataset.ipynb for a method to update many CPU in one time.

Having this script for Intel and AMD will be a huge improvement.
