Update Dockerfile
fixes these errors: /etc/webdav-server.toml doesn't exist user 1000 does not have permission (use 0 -- root) port 4918 not accessible (have to pass it through)
Add /etc/webdav-server.toml to dockerfile and run cmd in readme
