Motivation and Context

#11502

Description

Upgrade to latest version of Qdrant SDK and fix breaking changes.
Will merge into preb2 branch after checking in here.

Thanks for getting this in place, @westey-m. We found that the Microsoft.Extensions.AI project template's integration with Aspire 9.2.0 requires Qdrant 1.13.0. As soon as Microsoft.SemanticKernel.Connectors.Qdrant is published with this version bump included, we'll be able to update the project template to use the latest Aspire release too.
