New feature - Adds optional module to send notifications emails when content passes it's needs review date

This release includes a new LocalGov Workflows Notifications module that sends email notifications to service contacts when content passes it's needs review date.

Enabling this module will also enable the Symfony Mailer module which will take over email sending for the site. It's important to test the sites email settings after install to ensure they work for your environment. See the modules README for more information.
