What this PR does / why we need it:

This PR implements the OpenTelemetry SDK into the chaos-operator to trace the performance of chaos experiments.
Parent context and OTEL endpoint are passed through env(TRACE_PARENT, OTEL_EXPORTER_OTLP_ENDPOINT).

Key improvements since the draft PR are:

  • Expanded tracing coverage by adding more spans
  • Added span attributes to provide span details
  • Fixed chaos engine controller unit test errors

The image below shows the tracing results from the pod-delete experiment.
