I've been spending time recently fixing SCIP. As part of that, I now have SCIP working on Windows!
Figuring out the problem with the JLL was a bit of a mission, so I came up with this workflow scipopt/SCIP.jl#330.
It's not something we should add to the repo, but it will undoubtedly come in useful in the future. (For example, fixing jump-dev/MiniZinc.jl#50).
It might also be useful for others.
I just quickly drafted this. It needs some tidying up.
