Building for RISC-V 64 using GitHub Action

@headius I don't know why you are failing when building the native library. So I fixed up the GitHub Action and used it to build native libraries for the Linux RISC-V 64.

It looks like the APT repository for Debian 10 was recently moved to archive.debian.org.
