as it was discussed in #771
there are some parts i'm not sure of: i tried to cover all the related parts in the docs and adjust the packaing and the ci,
but i don't have much xp working with setuptools or tox, so they need some reviewing.
also i wasn't sure where the formatting tests are, if it's needed, please let me know to add tests
