Rewrite the flag system and fixed the most of the recent false positives.

• Fixed raid didn't work with Matrix AntiCheat
• Prevent the flag with non player entity
• Rename flag id of NoClip to Phase
• Prevent the unexpected false positive from anti Phase
• Fixed the false banning on Anti Motion (type A)
• Add Total Flag Handler, Limit Flag Handler and Instant Flag Handler.
• New flag message (no flag message until Matrix can finish a punishment)
• Fixed the ui selector issue
• Add new punishment to Matrix AntiCheat
• Fixed anti bot didn't work
• Fixed anti AutoClicker false punishment.
• Fixed unexpected false positives from illegal speed effects.
