There are opsu and opsu-git available in the AUR (Arch User Repository).
This build uses XDG so the config and the log files are in $XDG_CONFIG_HOME/opsu. The other user directories and files can be found in $XDG_DATA_HOME/opsu.
Download the latest opsu-${version}.jar from the opsu! homepage and start the game with java -jar opsu-${version}.jar. This build is self contained so it will dump all the files in the working directory and create a bunch of new folders there.
See Building for further information.
