Minor feature update:

All DPTF shutdown/reboot/sleep/hibernate messages are now forcefully logged regardless of ESIF trace levels. By default these messages will be routed to syslog unless users explicitly re-route the messages to other channels such as DPTF specific log files through ESIF commands.
