This is the DPTF release for Chromium OS R47 branch (version 8.1.10701). Ebuild files will be updated accordingly and submitted to Chromium OS source code tree so that DPTF can be integrated as part of the Chromium OS build.

Optimization for initial PL1 throttling behavior
