DPTF Alpha Release for Chromium OS

This is the fourth build of the Alpha release for DPTF for Chromium OS (version 8.0.4). Ebuild files will be updated accordingly and submitted to Chromium OS source code tree so that DPTF can be integrated as part of the Chromium OS build.
Changes from the previous release (v8.0.3):
Consolidated the 32-bit and 64-bit makefiles into one that works for both based on environment variable settings.
Fixed a file layout issue for 32-bit build.
Other bug fixes.
