DPTF Alpha Release for Chromium OS

This is the eleventh build of the Alpha release for DPTF for Chromium OS (version 8.0.11). Ebuild files will be updated accordingly and submitted to Chromium OS source code tree so that DPTF can be integrated as part of the Chromium OS build.
Changes from the previous release (v8.0.10):
Added support for UI tuning overrides for PPCC.
Fixes:
Kernel and user space timer synchronization.
Update to participant power controls for setting limits equal.
Data transformation fixes.
UI usability fixes.
