Adds links to Helium resources on helium://settings/help

I think icons look significantly nicer, but i wonder if its not inline with the rest of the settings/about pages?

Everywhere else uses text links with no icons.

I don't think the icons look too out of place (since it matches the foreground color + is inline w/ the one other part that has the helium icon), but if you have a mockup for what it could look like with only text I'm open to seeing that too!

The alignment seems off, it all looks top aligned instead of middle.
