Yes of course, but I assume if you drag a .webloc file "onto the app" or something like that. The Info.plist file doesn't tell the application what it can do, it's the way an application can inform the OS. IOW, adding the extension to the plist will just add Firefox to the list of known applications that is proposed when you try to open a .webloc file for the 1st time.
(But it's not impossible that a runtime equivalent exists and is performed.)

Issue #26 some webloc related stuff, but sadly, a .webloc file cannot be opened by default. The PR just modifies the Info.plist to allow it.
