Add Initial Admin Creation Token (IACT) settings

Description

This change adds new inputs and settings related to initial admin creation token (IACT). While it is still recommended to obtain the IACT locally from within the TFE host post-deployment, these settings allow users to retrieve the IACT from an external client via the API, for more advanced installation use cases.
