Background
We have been looking into the best way to present the eligiblity criteria for indexing rewards, the new format in this PR refines how critera is presented and should be more easily consumed by network participants. In this new format we also keep a complete changelog inside the document, for full transparency, so network participants can track alterations/updates to the issuance requirements over time.
