Includes auto-release pipeline config and scripts under .kokoro/.

Just to note, the "docs" pipeline is for API reference docs like https://cloud.google.com/python/docs/reference/langchain-google-alloydb-pg/latest. This pipeline also requires a docs/ directory of templates and a noxfile.py.

Setting up the docs pipeline now is fine. We can set up the rest later.
