feat(propy): adds first test version of Propy plugin

Background

Propy's first test iteration of a goat-sdk plugin, this test version will be used to experiment with different deployment/packaging strategies in Propy's development environment for Propy's dApp, we will be adding more tools over time, but we want to use this as our initial foundation.
