The first release is to serve as a replacement for http://tools.gbif.org/dwca-validator/. This release will only include the web service part. It _must_ support DwC-A for Taxon and Occurrence at a minimum providing the same services that the existing one does. It _should_ support the validation checking of occurrences contained in Taxon and SamplingEvent archives. A review of functionality around the extensions must happen, and any needed services ported across.
