Preparation for 8.2.0 release. This will be the final release of gz-fuel-tools8 as it has reached EOL with Garden

Part of gazebo-tooling/release-tools#1165

Comparison to 8.1.0: gz-fuel-tools8_8.1.0...gz-fuel-tools8
